Making History: Seema Dhaka Is Delhi Police’s First Officer To Get Out-Of-Turn Promotion

Seema Dhaka is the first police officer in Delhi to receive a promotion before it was due. She was working as a head constable at northwest Delhi’s Samaypur Badli Police station when the Commissioner of Police launched a new scheme. Under the incentive scheme, a constable or Head Constable would get an OTP (out-of-turn promotion) if they are able to successfully trace a minimum of 50 missing children. 

The Delhi Police officially announced in a statement that Seema Dhaka “is the first police personnel of Delhi Police, who has been given OTP (out-of-turn promotion) for tracing missing children under the incentive scheme.” 

The official scheme that launched on August 5, 2020, read, “any Constable/Head Constable who recovers 50 or more missing children below the age of 14 years (15 children out of them of the age group less than 8 years) within a period of 12 calendar months will be considered for the grant of out of turn promotion”.

 

Even though the time period provided 12 months to all the constables and head constables to act on the scheme, Dhaka brilliantly outperformed herself and recovered a total of 76 children in just two and a half months! However, only 56 of those children will be considered as part of the scheme because the rest were above 14 years of age. To clear the confusion, the DCP of Delhi Police tweeted, “The incentive scheme applies to recovery of a minimum of 50 children of 14 years and below along with few other conditions.  She has recovered 76 persons of which 56 are children of 14 years and below. Hence the incentive has been announced for 56 recoveries.”

Seema Dhaka’s sincere efforts have resulted in the rescue of not just missing Delhi children but also kids from West Bengal and Punjab. Congratulating Dhaka’s effort, SN Shrivastava, Commissioner of Police tweeted, “Women HC Seema Dhaka, PS Samaypur Badli, deserves congratulations for being the first police person to be promoted out of turn for recovering 56 children in 3 months under incentive scheme. Hats off to fighting spirit and joy brought to families.”  

Officer Shrivastava is not the only one praising the heroic efforts of Dhaka. Many influential personalities and civil officers took to Twitter to congratulate Officer Dhaka. 

Children’s right activist and Nobel Peace laureate, Kailash Satyarthi, also saluted the earnest efforts of Dhaka.

The incentive scheme has truly brought reform and as per data, 2629 out of 3507 missing children have been recovered in Delhi till October.
